A blocked account is a way of demonstrating financial resources. It is not an unrestricted savings account from which you can withdraw any amount at the beginning. Starting life in Germany therefore requires two plans that work together: one for opening and activating the account, and another for bills falling due earlier or in larger amounts.

Map the route to the first usable payment

Write out the individual steps: selecting a provider, proving identity, transferring funds, receiving confirmation and activating access after arrival. The precise order and required documents depend on the provider and the official procedure. Ask which steps can be completed abroad and which are only possible after entering Germany.

The Federal Foreign Office describes providers with differing conditions. Check fees, the accepted confirmation, the required funding and access restrictions against current documentation. A marketing promise about quick opening does not tell you when you can actually pay rent. The time an international transfer arrives may also differ from the time the instruction was submitted.

The balance is not the payout schedule

Put the total restricted balance and regular releases on separate lines in your budget. For ordinary expenses, use the amount that becomes accessible during the relevant period. Allow separately for fees unless they have already been fully included. If a charge is deducted from a transfer, the amount received may be lower than the amount sent.

The beginning deserves particular attention. A deposit, first rent payment and enrolment charges may all be due within a few days. A correctly funded blocked account does not necessarily cover that concentration of bills. Ask the landlord and university for specific payment deadlines rather than copying figures from personal stories. For a deposit, check the actual arrangement and seek suitable advice on legal questions.

A hypothetical arrival schedule might involve €700 before travel and another €950 before the first regular release, followed by ordinary monthly spending. The first two amounts create a separate requirement of €1,650. Subtract money that is already freely accessible from that figure. This illustrates the method; neither the amounts nor the timing describe any particular provider.

Close the example gap step by step

Suppose €1,000 is freely accessible towards the €1,650 of starting costs described above. Step one leaves a gap of €650. Step two checks the deadlines: must all €950 really be paid before the first release, or has a later date been agreed in writing for part of it? Only a confirmed change moves the requirement. An unanswered request is not budget relief.

Step three assigns additional funds to a specific date. If €400 of support is firmly agreed before departure, €250 still remains unfunded. The plan is complete only when that remainder is covered or the corresponding expense has actually been deferred. Do not simultaneously allocate the whole first later release to the following month and to the same earlier gap. For each line, identify the money that will genuinely pay it.

Distinguish different causes of delay

If a payment has not appeared, determine whether activation is incomplete, the scheduled date has not arrived or a transfer has been initiated but not credited. Each case requires different information. Have the contract reference, date of the last completed step and confirmation ready. Use the official support channel and do not send passwords or complete login credentials.

A small unrestricted reserve can bridge a short delay, but it does not replace resolving the account status. If the first month remains unfunded, find a dependable solution before travelling, such as a confirmed later payment deadline or additional personal funds. A student job you hope to find after arrival is not a reliable answer to a bill due during the first week.

Understand closure before opening

Find out which documents are needed if the visa is refused, travel is cancelled or the account is later closed. The restriction means the balance may not be immediately recoverable in the same way as an ordinary account. The Federal Foreign Office explains the role of lifting the blocking notice; the particular procedure must be confirmed with the relevant authorities and provider.

Keep the contract conditions, fee schedule, transfer evidence and activation confirmation separately from your running household budget. After the first release, check that the amount and date match your plan. Only then can you assess whether the regular arrangement works or whether there is a recurring gap. A successful opening and a functioning monthly cash flow are two different milestones, and both need to be checked.
